Lawyer hired as new head of Office of Open Records Counsel

Toni Chadwick has been named as the new open records counsel for the Office of Open Records Counsel for Tennessee. The office provides resources and answers questions about public records and open meetings laws and provides occasional advisory opinions and informal mediation. Chadwick takes over from Maria Bush, who held the job for about a year and a half.

Earlier this year, Tennessee Coalition for Open Government requested an informal advisory opinion from the Office of Open Records Counsel about taking pictures of public records with cell phones. Knox County mayor proposes removing photography ban on public records

Knox County Mayor Tim Burchett has proposed changing the county's public records policy to remove the ban on taking pictures of public records, a ban that was adopted when the county updated its public records policy to include language from a state model policy. Broadcasters association advises Open Records Counsel that blanket ban on photos of public records is unreasonable, inefficient

The Tennessee Association of Broadcasters has added its voice to the growing number of entities who have urged the Office of Open Records Counsel to revise its Model Public Records Policy to eliminate the option of a blanket ban on taking photos of public records. Tennessee Press Association calls on Open Records Counsel to ease ban on taking photos of public records

The Tennessee Press Association, writing on behalf of its 125 member newspapers, has requested that the Office of Open Records Counsel update its Model Public Records Policy to reflect that government entities "cannot ban carte blanche the taking of pictures of public records by cell phone cameras."
